Jobs growth quickens, giving Obama some relief

WASHINGTON (Reuters) - U.S. employers stepped up hiring in October and the jobless rate ticked higher as more workers restarted job hunts, a hopeful sign for a lackluster economy that has been a drag on President Barack Obama's re-election chances.

Employers added 171,000 people to their payrolls last month, the Labor Department said on Friday. The government also said 84,000 more jobs were created in August and September than previously estimated.

The jobless rate edged up a tenth of a point to 7.9 percent, but that was due to workers surging back into the labor force. Only people who are looking for a job count as unemployed.

"This report is consistent with the emerging picture of an economic recovery that is continuing to regain traction after grinding to a halt earlier this year," said Millan Mulraine, senior U.S. strategist at TD Securities in Toronto.

The employment data was the last major report card on the economy before Tuesday's presidential election. Polls show Obama and Republican Mitt Romney locked in a dead heat in a race in which the nation's feeble jobs market has been front and center.

"Really vigorous is a number like 250,000 to 300,000 jobs a month. This is simply not good enough," Romney economic adviser Glenn Hubbard told CNBC.

Alan Krueger, the head of Obama's Council of Economic Advisers, said the report showed the economy moving in the right direction. "While more work remains to be done, today's employment report provides further evidence that the U.S. economy is continuing to heal," he said in a statement.

Despite the political wrangling, the impact of the report on the election will likely be muted as most voters' perceptions on the economy are likely fixed by now.

While the rise in the jobless rate was expected, the increase in payrolls beat even the most optimistic forecast in a Reuters poll. U.S. stocks opened higher but then turned down, while the dollar strengthened and prices for U.S. government were mostly lower.

GLASS HALF FULL OR HALF EMPTY?

A full recovery from the 2007-09 recession remains distant and even sustained monthly job gains of 171,000 would likely bring down the unemployment rate only slowly. The jobless rate, which peaked during the recession at 10 percent, remains about 3 percentage points above its pre-recession level.

Indeed, the persistently high unemployment rate has undercut wage growth. Average hourly earnings fell one cent last month to $23.58. Over the past year, they have risen just 1.6 percent, the lowest on records dating to early 2007. A narrower measure that looks at just production and non-supervisory employees is up only 1.1 percent, the lowest since at least 1964.

In October, the jobless rate rose because 578,000 people entered the workforce. That helped push the participation rate, a measure of the portion of the population in the labor force, up two tenths of a point to 63.8 percent. A gauge of the proportion of working age Americans who have a job hit a three-year high at 58.8 percent.

While the jobless rate rose, it only partially reversed a big drop in September. A broader measure of underemployment that includes the unemployed, people who can only get part-time work and people who want a job but who are not looking ticked down a tenth of a point to 14.6 percent, its lowest level since April. Still, that represents 23 million Americans.

All of the gain in payrolls was in the private sector, which added 184,000 jobs in October, the biggest increase since February. The government shed 13,000 positions.

Private service-providing jobs were up 163,000, with retail trade adding 36,400 jobs. Temporary help services, often a harbinger of future full-time hiring, added 13,600 jobs, more than reversing the previous month's decline.

The construction sector saw a 17,000 increase in jobs, the largest rise since January, while factories added 13,000 workers, snapping two straight months of decline.

Even with the stepped-up pace of job creation, the U.S. economy faces a real threat of a renewed recession next year.

Without action by lawmakers, taxes will rise and government spending will fall to the tune of about $600 billion. That "fiscal cliff" could easily cause the economy to contract.

Europe's debt crisis, which has hit factories around the world, including those in the United States, is also weighing on the U.S. recovery.

Given the uncertain outlook, businesses have been hesitant to invest. A separate report on Friday showed orders for non-defense capital goods, excluding aircraft, rose just 0.2 percent in September after a similarly tepid 0.3 percent gain in August.

Still, overall orders received by U.S. factories bounced back 4.8 percent, nearly reversing all of a deep slide seen in August.

Lady Gaga Pop Water to Launch in January 2013

More details about the Lady Gaga-backed brand of bottled water have surfaced. The singer is partnering with her manager Troy Carter and her photographer pal Terry Richardson to launch Pop Water, a healthier alternative to sugar-loaded, fizzy soft drinks.

Carter came up with the idea for Pop Water after discussing music initiatives with beverage giants Coke and Pepsi, during which he realized that music and beverages could have a deeper linkage.

?We noticed none of the brands had music in their DNA,? Carter said, according to The Hollywood Reporter. ?We felt we could build something with relevance to music and pop culture if we built something from scratch.?

So they educated themselves in order to really make a go of it in this field. Carter said, ?Whether it?s flying to Kentucky with food scientists or flying around the world sourcing the packaging, the last two years has been an education for us in the beverage space.?

Sounds like they are ripping a page out of 50 Cent?s book of being an entrepreneur, as the rapper made serious bank after investing in vitaminwater.

Here?s what we do know.

The bevvie will launch in early 2013. The soft launch of the soft drink will take place in Southern California, with a national bow planned for later in the year. So if you are a Left Coaster, you?ll get to experience Pop Water first.

A 11.2 oz. bottle will be only 30 calories with 7 grams of sugar. The water will be flavored, with the initial choices being apple, orange, pineapple and grape. Yummy.

Richardson, a peripheral member of the Haus of Gaga known for the photos he takes of Gaga backstage and on the road, will serve as the creative director of the brand.

Musicians will also be a part of the company?s marketing. ?We?re talking to a bunch of music and pop culture icons who?ve tasted the beverage? was all Carter would say.

?We?re gonna have a lot of support behind this,? he continued. Besides Lady Gaga, who else? Well, Carter kept that info close to the vest.

Carter shared that the goal was ?to make something that?s a lot healthier than what?s in the market. It?s really hard to get 30 calories to taste good.? True that! Low calorie usually means low on flavor and yumminess.

Interestingly enough, Gaga recently endured a lot of criticism for packing on 25 lbs. to her normally fit and petitie frame while eating homecooked meals. It sparked the Body Revolution, where she encouraged fans to be proud of their bodies. Now she is launching a healthy soft drink alternative, which certainly falls in line with making healthier lifestyle choices. Coincidence or not? You decide!

Ukraine's Yanukovich shrugs off criticism of election

KIEV (Reuters) - Ukrainian President Viktor Yanukovich shrugged off international criticism on Tuesday of an election which showed his party on a winning course, while opposition nationalists alleged vote-rigging and threatened possible street protests.

With the count from Sunday's vote nearing its end, Yanukovich's Party of the Regions and its communist allies were set to retain a comfortable majority in the 450-seat parliament to cement his grip before he seeks a second term in 2015.

The Organisation for Security and Cooperation in Europe, which sent 600 observers, called the election a "step backward" for Ukraine's democracy. It said state resources were misused to support the ruling party and media were biased, and noted that Yanukovich's main rival, ex-prime minister Yulia Tymoshenko, is in jail. It did not however criticize the voting itself.

"The observers gave a positive assessment to the process of voting," Yanukovich said in a statement that ignored the OSCE's critical comments about the election campaign.

U.S. Secretary of State Hillary Clinton backed the OSCE criticism and called on Yanukovich to free Tymoshenko.

"We share the view of OSCE monitors that Sunday election constituted a step backward for Ukrainian democracy," Clinton said, adding that "politically motivated convictions" of opposition leaders like Tymoshenko had kept them from standing.

Tymoshenko has announced a hunger strike in protest against what she called electoral fraud. Her party has yet to make a statement on results that show it placing second and losing about a third of its parliamentary representation.

The election will bring two other opposition parties into parliament for the first time, making the fractious body even rowdier - a liberal bloc led by world heavyweight boxing champion Vitaly Klitschko, and a far right group. Each looked set to secure about 35-40 seats, enough to make them viable fixtures on Ukraine's political scene.

The communists invoked Ukraine's pre-World War Two past to condemn the arrival of the far-right Svoboda (Freedom) party, whose showing was surprisingly strong.

Since coming to power in February 2010, Yanukovich, whose power base lies in the Russian-speaking areas of the east and south, has pressed ahead with policies which opponents say favor the big business industrialists who back him.

The former Soviet republic of 46 million has become increasingly isolated because of the jailing of Tymoshenko, with the European Union refusing to settle a major free trade pact.

COST OF PROMISES

Corruption is a big concern in Ukraine and many ordinary Ukrainians suffer economic hardship. Voters were frustrated with the performance of the established political parties.

Even in areas that traditionally support the Party of the Regions, some voters said they were disillusioned by government policies on tax and pensions. But public sector wage increases, welfare handouts and promises to boost the status of the Russian language appeared to have won over many waverers.

Those election-driven economic policies have had a cost. The state budget deficit reached almost $1 billion in September and the hryvnia slipped to an eight-week low on Tuesday as people expect depreciation after the vote.

Half of seats are allocated to candidates who win the most votes in individual constituencies, and half to parties by proportional representation. With 87 percent of votes counted, figures from the Central Electoral Commission showed the Regions had won 117 constituency seats and 75 from party lists.

Though this was short of the outright 226-seat majority, the Regions should easily make up the shortfall by cutting deals with their traditional communist allies, who placed third in the party list tally, and independents.

Tymoshenko, 51, is serving a seven-year jail sentence for abuse of office over a gas deal she brokered with Russia in 2009 when she was prime minister. She is an old enemy of Yanukovich's going back to 2004 when she led the "Orange Revolution" protests which doomed his first bid for the presidency.

The leadership of her Batkivshchyna (Fatherland) bloc has yet to make a declaration on the election. The count showed it with an estimated 103 seats, down from 156 at the last election.

The Ukrainian nationalist Svoboda party, which is allied to other far-right groups in Europe, said votes had been stolen from its candidates and its leader threatened street action alongside Batkivshchyna and other opposition groups.

"We have evidence of large-scale theft of votes from Svoboda," leader Oleh Tyahnybok told journalists, saying that 3 percent of Svoboda's vote in the party lists and 4 seats in the single-mandate constituencies had been "stolen" from it.

"We have agreed with our partners Batkivshchyna that if there is any call for people to turn out on the streets in mass demonstrations then we will do this only together," he said.

Communist leader Petro Symonenko called Svoboda's arrival in parliament "a tragedy for Ukraine", harking to European fascism: "I refer you to the history of the 1920s and 1930s."

Fiat's investment plans slow Chrysler ownership

(AP) ? Italian automaker Fiat's plan to increase capital investments in Italy will slow the completion of its acquisition of Chrysler.

Fiat and Chrysler CEO Sergio Marchionne told investors that due to new Fiat investments announced Tuesday there "is no room left for the acquisition of the minority interest in Chrysler. "

That will leave Chrysler's minority shareholders ? the United Auto Workers health care trust fund ? the option to push for a public stock offering as early as January.

Marchionne said he's not bothered by the option. He said he is more concerned about being able to complete the purchase of the 3.3 percent stake held by the trust. Fiat exercised a call option in 2009, but the parties have not agreed on a price.

Fiat owns 58.5 percent of Chrysler.
