Opera bringing the Ice browser to Android and iOS

Opera is said to be bringing a new WebKit based browser to Android and iOS. Named "Ice", it presents a radical departure from what we're used to seeing with the stock Android Browser, Chrome, or even Safari. Shown off in an internal meeting right before Christmas, the folks at Pocket-lint got their hands on a copy and now we all can have a look.

Besides the UI, which we'll get back to in a moment, it's important to recognize that "Ice" won;t be using the same Presto rendering platform that Opera's current Android apps use. With Ice, Opera has moved to WebKit, the same engine that Chrome and Safari, as well as the stock Android browser and all the custom browsers in Google Play, are using. This should give Ice an edge, as most mobile pages and web apps are designed with WebKit in mind.

The new Opera Ice browser will be based around hiding the technology as much as possible and embracing rich applications. It will ditch all buttons and instead use gestures to control key elements like forwards and backwards. "This is a full touch and tablet-focused browser," said the product manager in the video we've seen. "Most are taking a PC browser and squishing [it] into a tablet, or they are taking a mobile browser and blowing it up to fill the space."

Yes, the UI looks very different. I'm not sure how I feel about "hiding technology" from the end user in favor of gestures and big icons, but I'll have to give the finished product a look before a final judgment.

Ice is not set to replace Opera mini, the small browser that compresses data to save time and bandwidth, but we expect that it may push the standard Opera Mobile for Android browser into retirement. Word is we'll know more at Mobile World Congress, which is coming right around the corner. We'll be there, and keep an eye out.

Silver Lake seeks investors in Dell deal: sources

NEW YORK/SINGAPORE (Reuters) - Silver Lake Partners, trying to finalize a bidding group to take Dell Inc private, is in talks with the manager of Canada's pension plan and other potential investment partners, people familiar with the matter said.

Dell also has formed a special committee to take a close look at any potential deal on the table, multiple sources with knowledge of the matter told Reuters.

Silver Lake, in its quest to put together what would be the largest buyout since the global financial crisis, has reached out to the $170 billion Canada Pension Plan Investment Board and other investors in its fund, known as limited partners, the people said.

Thus far, Singapore's state investor Temasek Holdings Pte Ltd -- another prospective equity partner that Silver Lake has tapped -- is not interested in joining the consortium, the people said.

While Silver Lake has yet to line up investment partners, the buyout firm has told its bank lenders that it remains very confident about its ability to secure equity financing, two of the sources said.

Founder and CEO Mike Dell remains a linchpin of the effort. The man who grew Dell from a college dorm-room hobby into the world's No. 3 PC maker is sitting on an estimated personal fortune of $14.6 billion, according to Forbes.

It is unclear how much the billionaire will contribute to the buyout, or how much of his 14 percent stake in Dell will be rolled into the deal, the sources said.

One of the two sources said Silver Lake did not need to line up firm commitments from equity partners like CPPIB ahead of time, because those could be secured after a deal structure is devised and put in place.

"It is not pinned down as to what might be rolled and what might be new. The other equity partners don't have to show up with a signed commitment letter," the source said on condition of anonymity because the discussions are not public.

"It is not around the equity. There is a very fluid situation now."

A Temasek spokesman declined to comment on market speculation. A spokesman for the CPPIB declined to comment. Silver Lake could not be immediately reached for comment. Dell declined to comment.

Silver Lake is a known quantity to Dell or its top executives. Michael Dell was an early investor in their funds while board member Alex Mandl has also worked with the firm in the past.

Dell's software chief, John Swainson, who joined last March, was a senior advisor at Silver Lake.

One of the sources aware of Temasek's strategy said a company like Dell does not fit into its investment themes, which include "emerging champions" and "growing middle-income populations."

"It's not happening," another source told Reuters on Thursday, responding to media reports that Temasek is one of the prospective investment partners talking to Silver Lake about joining the consortium.

Wall Street analysts without direct knowledge of the deal discussions have cast doubt on the wisdom of investing in a stagnant PC industry rapidly getting eclipsed by a growing preference for mobile connected devices, like tablets.

In the PC market itself, Dell has steadily ceded market share to nimbler rivals such as Lenovo Group and is struggling to re-ignite growth. That's in spite of Michael Dell's best efforts in the five years since he retook the helm of the company he founded in 1984, following a brief hiatus during which its fortunes waned rapidly.

Silver Lake is having markedly more success on other aspects of the deal. It has tapped Credit Suisse, Bank of America Merrill Lynch, Barclays and RBC to finance a potential deal, sources have previously told Reuters.

A potential buyout of Dell -- a $19 billion company -- would allow Dell, which has been trying to become a one-stop shop for corporate technology needs as the PC market shrinks, to conduct that difficult makeover away from public scrutiny.

Dell, which has been in talks with private equity firms on a potential buyout, has had on-and-off discussions with the firms but talks heated up late last year, sources have said.

(AP) ? Somalia's al-Qaida-linked rebels said Wednesday that they will kill the French intelligence agent they hold hostage.

The Islamist extremists said that France signed the death warrant of a French intelligence agent when it launched a rescue operation last weekend that failed to bring him home, in a statement released Wednesday.

The militant group al-Shabab has held the French agent, Denis Allex, since July 2009. Al-Shabab said that it decided to kill Allex in retaliation for the late Friday to early Saturday operation. Two French soldiers and 17 Somalis were killed during the rescue attempt, French officials say.

French officials believe Allex is already dead. Al-Shabab has said Allex was still alive after the rescue attempt.

Vague language from the Islamist extremists in Wednesday's statement does little to make things clear. Al-Shabab did not offer proof Allex is alive or say when he would be executed if he is still alive.

"With the rescue attempt, France has voluntarily signed Allex's death warrant," the statement said.

Adm. Edouard Guillaud, France's military chief of staff, said officials there believe al-Shabab's announcement is propaganda.

"We have had no indication since Friday night's raid that ... Denis Allex is alive," he told Europe 1. "We think that he is in all likelihood dead. ... It's a technique that they have already resorted to in other cases that didn't concern us."

Al-Shabab also said it had been willing to free Allex in exchange for "Muslim prisoners." It accused France of persecuting Muslims and pointed to a recently launched military operation by French forces against al-Qaida-linked extremists in Mali.

Al-Shabab claimed in its statement that Allex provided "a wealth of information" during interrogation sessions conducted over the last three years. They provided no proof for that claim.

Transported by helicopters, the French commandos attacked the al-Shabab position early Saturday in an attempt to free Allex. France's defense minister has said the government decided to stage the rescue a month ago, when Allex's location seemed to have settled down "in a spot accessible by the sea." U.S. military aircraft briefly entered Somali airspace to support the rescue operation, President Barack Obama said Sunday, but did not use weapons.

Al-Shabab provided their version of last weekend's attack. It said the French forces landed a few miles (kilometers) from the village of Bulomarer and walked to the targeted location, but that Islamist fighters knew they were coming and intercepted them. Al-Shabab said it had killed several spies in possession of "electronic gadgets" recently.

Al-Shabab said a battle raged for nearly three hours, and that attack helicopters came to the French fighters' assistance. Al-Shabab described their counterattack as having turned the French battle objective from a rescue mission to damage control.

French officials said they killed 17 of the Islamist rebels. Al-Shabab said many villagers were killed.

Al-Shabab once controlled all of south-central Somali, including the capital, Mogadishu. African Union troops pushed al-Shabab out of the capital in 2011, but the Islamist rebels still control wide swaths of rural southern Somalia.

In case you missed my Sunday Washington Post Business column yesterday: Its called 10 trends to watch in ?nance for 2013, I look at the major trends currently driving the world of finance.

Most people do not think about what just occurred because they are too busy guessing about the future. This is a mistake.

ASUS UK puts Nexus 7 dock up for order at ?24.99 ... sort of

The official ASUS Shop website in the U.K. has just put its dock for the Nexus 7 available for purchase for £24.99. Well, sort of. This fits in nicely with previous rumors and pre-order pages we've seen that pegged the release for mid-January, but there's a catch here. Although the product shows up when searching for it directly or browsing through its listing for all Nexus 7 accessories, any link that you use to go to it or view the product description either results in an error or redirect to the home page.

(Hi, everybody! Phil here. The direct link to the dock works fine for me. That's why there's a bit of confusion. But since it works for me, I assume the problem is with the rest of you. Now, back to our story.)

If you're bold and want to go straight from the search listing to putting in your cart for purchase, the Nexus 7 dock will set you back that £24.99 (plus £6.00 shipping.) When moving to check out with the dock though, it lists a delivery delay of two weeks as well. The Fed Killed The Trillion Dollar Coin ? And ... - Business Insider

Who killed the trillion dollar coin?

According to Zeke Miller at Buzzfeed, talking to a Senior White House source, it was the Fed.

But it was the Federal Reserve that killed the proposal, the official told BuzzFeed, denying a purely political rationale for the announcement, saying the independent central bank would not have credited the Treasury's accounts for the vast sum for depositing the coin.

There are two interesting things about this.

One is that it seems odd that the Fed would decide that there's some legal tender that it will recognize, and some legal tender that it wouldn't recognize.

Furthermore, by placing the blame on the Fed, it would seem that the White House/Treasury wanted to keep this idea available as a last-second escape valve in case things were about to get that bad. Now this option sounds foreclosed to them.

INSEAD releases 'Measuring Innovation Capabilities of Nations ...

The report 'Measuring Innovation Capabilities of Nations' gives valuable insights into the progress of the UAE in becoming a knowledge-based economy.

Commenting on the need for economies to pursue innovation to create new socio-economic value, Dr. Sami Mahroum, Director of Innovation and Policy Initiatives at INSEAD Abu Dhabi, said, "Our new report adds a new member to the family of innovation and technology indices produced by INSEAD. It emphasizes our commitment as a school to conduct research that is relevant to the world of business and decision-making."

The INSEAD report was launched at the prestigious Global Competitiveness Summit entitled: Advancing Prosperity through Innovation. Hosted by the Emirates Competitiveness Council (ECC) and the Competitiveness Office of the Department of Economic Development of Abu Dhabi (COAD), the summit attended by senior policy makers, leaders of industry and academia, was the 3rd annual gathering of the Global Federation of Competitiveness Councils (GFCC) -a global network of leaders from Competitiveness Councils around the world. The research added a valuable dimension to one of the network's goals to find better ways to measure innovation as a way to better understand and accelerate global competitiveness and prosperity.

The report underlines the UAE government's commitment to support innovation. Indeed, Abu Dhabi and Dubai also showcased several innovations at the conference.

H.E. Mohammed Omar Abdullah, Undersecretary, Abu Dhabi Department of Economic Development, stated, "As part of the strategic Abu Dhabi Economic Vision 2030 to ensure a sustainable knowledge-based economy, innovation plays a fundamental role. The government is building solid foundations to promote a business enabling environment that fosters innovation and to strengthen our research and development capacity to enable an economy based on human talent that generates higher value added growth and prosperity of the people. Abu Dhabi continues to make major strides in this direction. INSEAD's research is important to us to help us better understand the innovation landscape."

"The UAE's Vision 2021 calls for the UAE to be a nation that is 'united in knowledge', and where growth is driven by knowledge and innovation. We at the Emirates Competitiveness Council constantly strive towards achieving the nation's vision. Our role as a founding member of the Global Federation of Competitiveness Councils helps us benchmark our innovation performance against other world-leading competitiveness councils. In addition, we work very closely with federal and local governments, private and academic entities to create standards for capturing and measuring innovation," said Najeeb Al Ali, Director of Strategy, Emirates Competitiveness Council.

"Our close collaboration with INSEAD on the Innovation Report is a testament of ECC's commitment to making valuable contributions towards the body of knowledge on competitiveness and innovation globally," he added.

The INSEAD's research established five key capabilities economies should develop to innovate, the abilities to access, anchor, diffuse, create and exploit knowledge.

"Abu Dhabi government has shown great interest in working with INSEAD to develop indicators for innovation performance and capability that are relevant to the economic and industrial structure of the domestic economy," Dr Mahroum commented.

The report findings highlighted the UAE's particular strength in its capability and performance to anchor knowledge it has attracted firmly in its economy, not least thanks to its relatively investment-friendly environment and ease of doing business.

Although industrialized economies, such as Australia, South Korea and the US lead in terms of diffusing knowledge within its economies, the UAE along with Saudi Arabia, lead among the resource-rich countries in this regard. The UAE is especially apt at spreading innovative skills and techniques among its rapidly developing human capital.

In terms of accessing the knowledge, the UAE displayed a significant ability to do so due to its cosmopolitan nature, in regard of both, talent pool and presence of international enterprises, as well as adopting advanced information and communication technologies (ICT). The UAE therefore joins the rank of leaders, alongside Australia, South Korea and the US among the GFCC countries.

However, in comparison to South Korea, although both, the UAE and Australia, have a high capacity to attract knowledge, the INSEAD research exposed that in the case of the latter two countries, performance remains more modest due the high share of natural resource commodities on their international trade books.

INSEAD's research also showed that the other capability indicator the UAE could strengthen would be the creation of knowledge within the country and on commercially exploiting innovations further. In respect of creating and exploiting new knowledge the US still emerges as a clear leader. Australia and South Korea aren't far behind in knowledge creation as such but together with the UAE catching up on exploiting innovation commercially.

Concluding its report, INSEAD, issued a set of general policy guidelines, which could assist countries in determining their weaknesses in terms of innovation indicators and if applied, advance the development of a knowledge - and innovation-rich economy.

The policies firstly call for a strong supportive infrastructure that is capable of accessing the physical, including ICT and financial capital to effectively create, transfer and commercialize knowledge.

The guidelines also advise governments to create vital networks within an economy, such as linking the private sector, training institutions and in-between organisations to produce a positive multiplier effect on government investment in research and development (R&D), as well as on other educational initiatives.

Furthermore, innovation policies should be both, firm-oriented, for example, business support and advice, risk capital, loans and subsidies, as well as innovation system-oriented, for example address network building and brokering through cluster development and other system-enhancing interventions.

The INSEAD research further recognized that policies should be designed to facilitate innovation-based development and pay close attention to country specific conditions that influence the interactions between the various stakeholders in knowledge creation/value-creation activities.

Finally, and probably most importantly, the focus of these policies need to be on the establishment of an environment conducive to new value creation.

Commenting on the policies, Dr Mahroum concluded, "The UAE government understands the nature of the global competition and has been adamant at measuring its performance on every scale."

HR Connection: Why is bullying legal in the business world?

Bullying is very much a part of business these days. Those bullies in middle school and high school grew up and are waiting right around the corner for their next target. It?s disheartening but true ? in some circumstances bullying is legal.

According to The Workplace Bullying Institute, a nonprofit organization dedicated to understanding, correcting and preventing all abuse at work, bullying is four times more prevalent than illegal harassment.

The Workplace Bullying Institute commissioned Zogby International to conduct a survey in 2010, asking U.S. workers about whether they had first-hand experience of bullying in the workplace. Their findings show that 35 percent of the U.S. workforce, an estimated 53.5 million Americans, report being bullied at work. And according to WBI research of bullied targets, 66 percent had to lose or give up their jobs in order to make the bullying stop.

Anne* is the finance director in a large IT firm. She has seven staff members who report to her, and it is very apparent who she likes and does not like. Anne has a reputation for being tough and is proud of this; she believes this tough persona makes people think twice before putting unnecessary expenses into their budget.

But the other behavior Anne exhibits is seen as bullying by her subordinates and co-workers. Anne corrects her staff in front of others, but instead of being constructive, the tone is more demeaning or belittling. She uses profanity and insults to get her point across, and doesn?t seem to give anyone the benefit of the doubt. Anne accuses and judges her peers and direct reports with little regard for the emotional impact she makes, let alone the poor example she gives and the lack of professionalism she shows.

The most outrageous part of this is that Anne is not breaking the law, per se. If Anne were targeting people who are in a protected class, such as minorities and older or disabled workers, then her bullying would be considered illegal. In this case she is simply mean-spirited toward most people.

Frequently a bully is someone in a position of power and the unspoken message is that the bully earned that power, in part by the behavior they display toward subordinates and co-workers. Since employers define work conditions (i.e. who gets hired, work assignments, promotions, etc.) they are the only ones who can control whether or not bullying is sustained or eliminated.
The lack of any kind of action against Anne?s behavior, including discipline or termination, implies approval of that behavior. Thus the bullying will continue and the employees will continue to suffer.

What can a company do when these issues are brought to them? Are they obligated to fix the situation or should they encourage the employees involved to negotiate the conversation and come to a resolution themselves? What if the employer isn?t aware of the situation? What if no one tells?

Believe it or not, most employees who find themselves on the receiving end of a bully?s behavior do not think their employer will do anything to stop it. People start to question their ability to manage the situation. They feel embarrassed or as if they may be part of the problem.

The consequences of these situations are costly. Low morale, high absenteeism, high turnover, and lower productivity are all impacted when there is a bully on the payroll.

Employees are watching to see what will happen next. When employers take a zero-tolerance stance against bullying behavior they send a clear message that the employees as a whole are valued and that universal respect is the expectation. Unfortunately, sometimes bullies are high performers. They might be a top salesperson or a stellar finance director. CEOs and business owners need to decide if the good outweighs the bad; in many instances it isn?t worth having a stressed out, depressed or unproductive staff, or a parade of employees who take jobs with the competition.

Workplace bullying is not an insurmountable problem. Policies need to be put in place and enforced, supervisors must be properly trained, and employees should be given guidelines on how to report bullying incidents. Managing this is not for the faint of heart, because by their nature bullies are intimidating and aggressive, but enabling all managers and employees to understand that your organization will not tolerate bullying behavior is the only way to eliminate it.

Bullying doesn?t stop when kids cross the stage at graduation. These people go on to become working members of society. They are our neighbors and co-workers. The person in the next cubicle has their eye on the office down the hall and will do whatever it takes to get there.

With little regard for whom they may hurt or harm on the way there, some employees revert to their old school-yard mentality and behavior. This pervasive problem has been left unchecked for too long. It is time we stop rewarding abusive behavior and give permission to employees to speak up and shine a light on what has an overarching negative impact on organizations.
We need to tell Anne that this has to stop.

Uganda throws out case against British gay play producer

KAMPALA (Reuters) - A Ugandan court threw out a case on Wednesday against a British theatre producer accused of staging a play about homosexuality in the religiously conservative east African country, the producer said.

David Cecil, 35, was arrested in September after he put on 'The River and The Mountain', a comedy-drama about a gay businessman, in the capital, Kampala.

Cecil was charged with disobeying a public official but the trial was halted due to a lack of evidence.

"The magistrate has given me back my passport and said you can go," Cecil told Reuters. "I left the court with a big grin."

The production defied an injunction imposed by the authorities and came at a politically sensitive time.

Uganda's parliament is sitting on a draft anti-gay law which rights groups have blasted for its draconian penalties against gays in a country where homosexuality is already illegal.

The bill had initially proposed the death penalty for gays but still presents an array of jail terms for convicted homosexuals, including life imprisonment in certain circumstances.

Denounced as "odious" by U.S. President Barack Obama, the bill has left veteran President Yoweri Museveni struggling to balance the demands of the evangelical church on one side and aid donors who have threatened to cut aid on the other.

Cecil had faced two to four years in jail if convicted.

Minister of Ethics and Integrity Simon Lokodo promised a new investigation into Cecil whom he accused of promoting homosexuality.

Cecil denied he was a gay rights activist.

"I am not interested in promoting homosexuality or even protecting gay rights in the country. I simply find it contemptible for people to pick on an embattled minority," he said. (Reporting by Philippa Croome; Editing by Richard Lough)

Fifty-eight types of cancer are now on the official list of covered illnesses for people who were exposed to toxins at the World Trade Center site after the attacks on Sept. 11, 2001. The ruling follows the recommendation of an advisory committee of experts who reviewed scientific and medical evidence.

This means people who developed cancer after exposure to the toxic ash can apply for benefits from the World Trade Center Health Program. The program was created with a $4.3 billion fund set up to compensate people ? including rescue workers, volunteers, and residents ? who became sick in the aftermath of the disaster.
